I am new to New York City and is interested in finding out if there are lounges, or clubs where musicians hang out at New York City to compose together and jive? Jazz, Rock, Pop, and R%26amp;B?

No, they don't do that in clubs or lounges, it's too noisy to concentrate on writing and clubs would rather have paying customers than a bunch of musicians sitting around composing. Do you mean Jive - a term I haven't heard used by a musician in over a decade, or jam, when musicians just get together to improvise?
If you mean jam, there are tons of jam sessions all over NYC. There's an internet database of them in Yahoo Groups...NYJams and it's updated about quarterly.
There are a few places though that you can expect to see name musicians after their shows in town...Smoke on 106th and Broadway...a lot of the bigger jazz guys go there after their shows, Birdland on West 44th and 8th, Iridium on Mondays (a lot of them, particularly guitar players) go there to see Les Paul if they're in town. These places, with the exception of Smoke on some nights, are expensive to get into though. The musicians get in free if they know someone in the band or if the person at the door recognizes them, but everyone else has to pay.
Sugar Bar, owned by Ashford and Simpson occasionally brings in a few names 254 West 72nd Street as does Smalls after hours 183 West 10th Street and the Village Vanguard after hours 178 7th Avenue South

Williamsburg, Brooklyn, where life is somewhat affordable.
probably the more wealthy areas like east upperside of manhattan or some parts of brooklyn
