Do salary guides base the information on the city of residence, or the city of work?

I live in NJ, and I work for a company based in CT.


I've been contracting through them to a company in NYC for the past 2 years.


During a promotion discussion, my employer showed me a salary guide and checked it for my city of residence (NJ).


The average salary is about 25% higher in NYC.





In order to ensure I'm paid a fair salary, which city should we be looking at in a salary guide?Do salary guides base the information on the city of residence, or the city of work?
it is normally based on the city where you work but since you live in a cheaper city and compute i could see they basing it on where you live -- see if you can get at least travel allowance!!!
